यूपी जनसंख्या नियंत्रण, स्थिरीकरण और कल्याण विधेयक 2021 नीति मसौदा विधेयक 11 जुलाई 2021 को प्रस्तावित किया गया है। यह नीति राज्य विधि आयोग, उत्तर प्रदेश द्वारा जारी की गई है, जिसके तहत केवल दो बच्चों की नीति जारी की गई है। यह नीति 19 जुलाई 2021 को तैयार की जानी है और यह नीति केवल विवाहित जोड़ों पर लागू होगी। 2021 की जनगणना के अनुसार उत्तर प्रदेश की जनसंख्या 20.42 करोड़ है। इस बिल को लेकर मुख्यमंत्री योगी जी ने 11 जुलाई 2021 को एक घोषणा की है और इस घोषणा के बाद सोशल मीडिया पर इसको लेकर काफी चर्चा हो रही है.

- Under this bill, you will be given an increase of 3% in the pension policy by the Employee Fund Contribution.
- If you have a daughter then you will be given a lump sum amount of Rs.1,00,000/- through this policy.
- If you have a son then you will be given a lump sum amount of Rs.80,000/- through this policy.

हम दो हमारे दो में कभी परिस्थिति ऐसी भी हुई है कि माता-पिता का देहांत हो गया भाई और बहन में भाई किडनी कैंसर व अन्य असाध्य रोग से पीड़ित हो गया ऐसे में छोटी बहन ना ही अपने जीवन का गुजारा कर पाती है और ना ही भाई का इलाज करने में सक्षम होती है ना ही वह सरकारी नौकरी की तैयारी कर सकती हैं
क्योंकि परिवार में उस रोगी की देखरेख करने वाला कोई और है ही नहीं और उसका जीवन बचाना उसके लिए अनिवार्य है ऐसे में सरकार से अनुरोध है बहन भाई के लिए जीवन जीने के लिए प्रोत्साहन राशि जिससे कि वह अपना जीवन बिता सकें प्रदान करें
और सरकारी नौकरी में ऐसे लोगों की उम्र के दायरे में छूट प्रदान करें क्योंकि बीमारी में कितना समय लग सकता है यह कहना असंभव है जब परिवार के दूसरे सदस्य होंगे ही नहीं अकेले जिम्मेदारी उस अटेंडेंस के रूप में काम कर रहे हैं बहन या भाई की होगी
असाध्य रोग से पीड़ित बच्चों में पिता या माता द्वारा लिया गया कर्ज सरकार द्वारा भरा जाए उसकी वसूली मरीज या उसके छोटे बहने भाई से ना की जाए
किसी भी असाध्य रोग में फंसे दोनों बच्चों में रक्तदान के लिए सरकार द्वारा विशेष सुविधा दी जाए जिससे कि अस्पताल परिसर यह ना कह पाए कि आप परिवार से किसी को रक्तदान के लिए लाए उसके बदले में ही हम आपको रक्त दे पाएंगे क्योंकि 2 बच्चों में यह संभव नहीं
असाध्य रोगी का छोटा भाई या बहन को आजीवन पेंशन प्रदान की जाए जब तक उसे सरकारी नौकरी सरकार द्वारा प्रदान किया जाए
असाध्य रोगी के इलाज के दौरान नौकरी में चल रहे छोटे भाई या बहन छुट्टियों में कटौती न की जाए
मेडिकल का सारा खर्चा विभाग द्वारा या सरकारी अनुदान से हो विभाग यह कहकर पल्ला ना झाड़े इस संबंधित व्यक्ति आपसे बड़ा है
किसी भी कानूनी प्रक्रिया में होने वाले खर्च का वहन सरकार द्वारा किया जाए यदि हम दो हमारे दो में कोई व्यक्ति असाध्य रोगी होता है
क्योंकि जिनके परिवार में अधिक व्यक्ति होंगे वह ऐसे दो बच्चों के परिवार को वह उनकी बीमारी को देखते हुए उनके साथ गलत बर्ताव ही करेंगे
सबसे अंतिम महत्वपूर्ण है महोदय जिस भी जाति धर्म अन्य को सरकार द्वारा दी जाने वाली सुविधाओं को छीनने या मिलने का भय ही ना हो उनके लिए यह कानून किसी तरीके से काम नहीं करेगा इसलिए अनुरोध है तीसरे बच्चे के होने पर सरकार द्वारा उस व्यक्ति पर कुछ आर्थिक दंड लगाने का कष्ट करें

5- Special facility should be given by the government for blood donation in both the children trapped in any incurable disease so that the hospital premises cannot say that we will be able to give you blood only in return for bringing someone from the family for blood donation because in 2 children it is not possible
6- Lifelong pension should be provided to the younger brother or sister of the terminally ill patient, as long as he is provided a government job by the government.
7- During the treatment of incurable patient, younger brother or sister working in service should not be deducted
8- All the medical expenses should be done by the department or government grant, the department should not go away by saying that the person concerned is bigger than you.
9- The cost of any legal process should be borne by the government, if we two of us have an incurable patient.

इस पालिसी के अंतर्गत, सरकारी कार्मिको को, एकल पुत्री होने पर सेवानिवृत्ति 65 वर्ष व 2 पुत्रियों पर 62 वर्ष पर हो। एकल पुत्री को भविष्य में शिक्षा व सरकारी नौकरी में कुछ प्रतिशत पद आरक्षित किये जायें, जिससे परिवार सीमित रखने हेतु प्रोत्साहन मिलेगा
यह कानून पूरे देश में लागू होना चाहिए ।
